The Health Insurance Portability and Accountability Act of 1996 (HIPAA) provides Emerald Center consumers and employees with certain rights related to their protected health information (PHI). This agency is committed to safeguarding the privacy of protected health information in our possession and only using and disclosing consumer's or employee's PHI as necessary to provide appropriate health care services. PHI is any Emerald Center information or data that we possess, use, and disclose that identifies consumer's or employee's past, current or future physical and mental health condition, disability, illness or special need and the health care services provided. PHI is used and disclosed as necessary to provide treatment, obtain payment for health care products and services, and other health care operations and activities as defined by the South Carolina Department of Disabilities and Special Needs and Emerald Center. Consumer's and employee's written authorization will be obtained before the use and disclosure of PHI. Effective January 1, 2004.
